Yes, UAE companies can use ChatGPT, but the plan decides the risk. ChatGPT Enterprise and Edu can store data in the UAE and, since August 2026, run model inference on GPUs inside the UAE. Personal accounts (Free, Plus and Pro) have no residency controls and may use content for training by default. Even on Enterprise, workspace metadata, logins, connectors and web search can process data outside the UAE.

Key takeaways

  • OpenAI has offered UAE data residency for ChatGPT Enterprise, Edu and the API since November 2025, and UAE inference residency since August 2026.
  • Both are available to eligible customers through OpenAI's sales team, mainly for new workspaces, at no extra cost for Enterprise and Edu.
  • UAE inference residency limits the setup: only GPT-5.5 and GPT-5.6 Luna are available, and image generation, internal search, ChatGPT Work, improved memory and GPT-Live are switched off.
  • Connectors (Apps & MCP), web search and third-party GPTs sit outside the residency guarantee. They are where company data most often leaves the country.
  • No AI tool is "PDPL compliant" on its own. Compliance depends on the plan, the configuration, your contract and the data you allow staff to enter.

What OpenAI Offers UAE Businesses

OpenAI offers two separate UAE controls: data residency, which keeps stored content in the UAE, and inference residency, which keeps model processing on GPUs in the UAE. Both are limited to eligible ChatGPT Enterprise, ChatGPT Edu and API customers.

DateWhat launchedPlans
25 November 2025UAE data residency: content stored at rest in the UAEChatGPT Enterprise, ChatGPT Edu, API Platform
12 August 2026UAE inference residency: GPU execution of prompts and responses inside the UAEChatGPT Enterprise, ChatGPT Edu, API

The UAE is one of three inference residency regions, alongside Europe (EEA + Switzerland) and the United States. Data residency covers ten regions in total.

What UAE data residency stores in-country. For a workspace provisioned with UAE data residency, OpenAI stores these in the UAE, together with backups and replicas:

  • Conversations (text, image and voice)
  • Uploaded files
  • Custom GPTs with their prompts and outputs
  • Code Interpreter and data analysis artifacts
  • Image generation inputs and outputs
  • ChatGPT Memory

How you get it.

  • Through OpenAI's sales team; there is no self-service switch in workspace settings.
  • For new Enterprise and Edu workspaces. OpenAI's help article does not describe a path for converting an existing workspace.
  • At no additional cost on Enterprise and Edu.
  • Inference residency requires data residency in the same region, and changes apply only to new conversations.

For how storage and processing differ, see our explainer on data residency vs inference residency.

What UAE Residency Does Not Cover

UAE residency protects the core conversation, not everything around it. OpenAI lists four groups of data and features that can leave the UAE or are not eligible.

AreaWhat OpenAI saysWhy it matters
Account and workspace dataWorkspace metadata, workspace name, billing information and user logins may be stored outside the region. Authentication, routing and analytics may also run outside it.User identities and workspace structure are not covered.
Connectors and web searchExternal integrations, including Apps & MCP and web search, may store or process data outside the region. Third parties apply their own residency terms.Connectors pull files, emails and messages into the conversation. This is where company data most often leaves the country.
Ineligible featuresThird-party GPTs, Codex Web, ChatGPT Sites, Apple Intelligence and features that are not generally available are not eligible. New features are excluded until OpenAI lists them.Staff can bypass residency by using a feature that is not covered.
Transient processingSome data may be processed or held briefly outside the region and is purged when no longer needed.Residency is a storage and processing commitment, not an absolute guarantee.

Feature limits with UAE inference residency. As of October 2026, workspaces set to UAE inference residency get:

  • Models: GPT-5.5 and GPT-5.6 Luna only
  • Switched off: image generation, internal search, ChatGPT Work (the agent mode), improved memory and GPT-Live
  • Still available: standard saved memories, Advanced Voice where offered, and external web search unless an admin disables it
  • Sharing: custom GPTs cannot be shared with "Anyone" and are visible only within the same residency region

The practical consequence: a UAE-resident workspace is safest when admins approve connectors one by one, decide whether web search is allowed, and block features that fall outside residency.

Is ChatGPT Enterprise PDPL Compliant?

No AI product is PDPL compliant on its own. The UAE Personal Data Protection Law regulates how your organisation processes and transfers personal data, so compliance depends on your plan, settings, contract and the data staff enter. UAE data and inference residency remove the biggest transfer risk for core conversations, but not for the data around them.

UAE mainland (PDPL). The UAE Personal Data Protection Law (Federal Decree-Law No. 45 of 2021) governs how your organisation processes and transfers personal data. A prompt that contains personal data and is processed outside the UAE may count as a cross-border transfer, so confirm the transfer basis with your legal counsel. Free-zone (DIFC, ADGM) and sector rules (banking, healthcare) add further requirements; check them against your own licence.

What this means in practice. With UAE data and inference residency, a typical internal question and its answer stay in the UAE. Data fetched through connectors, web search results, user logins and workspace metadata may not. Map each data type you allow into ChatGPT against the rule that applies to it, and record that decision.

This section explains published rules and vendor terms. It is not legal advice; confirm decisions with a qualified UAE data protection lawyer.

ChatGPT Plans Compared for UAE Businesses

Only ChatGPT Enterprise, ChatGPT Edu and the API offer UAE data and inference residency. Consumer plans are not built for company data, and ChatGPT Business keeps processing and abuse-monitoring logs outside the UAE.

Checklist Before Rolling Out ChatGPT Enterprise in the UAE

Approve ChatGPT for staff only after you have set the data rules, the workspace configuration and the contract. These ten steps cover the points UAE buyers most often miss.

  1. Classify your data. Decide which data types staff may enter: public, internal, confidential, personal, regulated (financial, health).
  2. Pick the right plan. Use Enterprise or Edu with UAE data residency and UAE inference residency for anything personal or confidential. Keep personal accounts away from company data.
  3. Provision a new workspace with residency. Ask OpenAI sales to set the UAE region before users start. Confirm both regions in Workspace settings > General.
  4. Get it in writing. Check that the residency commitment and the Data Processing Addendum cover the data types you allow.
  5. Control connectors. Approve Apps & MCP connectors one by one. Connectors to email, drives and chat tools may process data outside the UAE.
  6. Decide on web search. Allow or disable external search per workspace, based on what staff will paste into prompts.
  7. Block features outside residency. Restrict third-party GPTs, ChatGPT Sites, Codex Web and beta features.
  8. Turn on governance. Enforce SAML SSO, set retention periods and route audit logs from the Compliance API to your security team.
  9. Close the shadow-AI gap. Publish an AI acceptable-use policy and give staff an approved tool, so sensitive work doesn't go to personal accounts.
  10. Check free-zone and sector rules, then re-check quarterly. Map DIFC, ADGM, CBUAE or health requirements, and review OpenAI's residency page each quarter as models and features change.

Why step 9 matters: in October 2026, security experts quoted by The National warned that staff using outside AI tools can leak customer data and intellectual property, and that employers often "have no record of the systems they were using" (The National).

When ChatGPT Enterprise Isn't Enough

ChatGPT Enterprise with UAE residency fits many teams. It falls short when the data you need to connect must also stay inside your boundary, or when you need control beyond what a single SaaS vendor offers.

Consider a different architecture if any of these apply:

  • Connected data must stay in-country. Your assistant needs to read SharePoint, email, tickets or chat history, and that content cannot pass through an integration layer outside the UAE.
  • You need models OpenAI doesn't offer in-region. UAE inference residency currently supports two models, with image generation and agent mode switched off.
  • You need on-premise or air-gapped deployment. Some government, defence, banking and health workloads cannot use a shared cloud at all.
  • Permissions must follow each user. Answers should only draw on documents each employee is already allowed to see in the source system.

The main alternatives are an in-region cloud model behind your own application, or a dedicated or self-hosted AI platform where the assistant, search index and connectors run in your environment and you choose the model per workload.

Where Augmas fits (vendor disclosure: Augmas publishes this article). Augmas is a dedicated-deployment option. It connects 50+ workplace tools through per-user OAuth, so each person only retrieves what they are permitted to see, cites every answer, and lets you bring your own LLM, including self-hosted models through Ollama. Pairing a dedicated deployment with an in-region or self-hosted model keeps both stored and processed data inside your boundary. See Augmas Chat, Search and connectors.

FAQ

Yes. ChatGPT is available in the UAE, and OpenAI offers UAE data residency and UAE inference residency to eligible ChatGPT Enterprise, ChatGPT Edu and API customers. Whether a company should allow it depends on the plan and the data staff enter.

Yes, for eligible new workspaces set up with UAE data residency. Conversations, files, custom GPTs, analysis artifacts, generated images and memory are stored in the UAE. Workspace metadata, billing data and user logins may be stored outside it.

No. OpenAI does not use inputs or outputs from ChatGPT Business, Enterprise, Edu or the API to train models by default. Personal accounts (Free, Plus and Pro) can be used for training unless the user turns this off.

No tool is compliant on its own. UAE data and inference residency reduce cross-border transfer risk for core conversations, but connectors, web search and account data can still leave the UAE. Compliance depends on your configuration, contract and data rules.

Use caution. ChatGPT Business does not offer inference residency, stores abuse-monitoring logs in the US, and keeps a temporary US copy of prompts and responses when a non-US region is selected. Enterprise or Edu with UAE residency is the safer OpenAI option.

Not guaranteed. OpenAI states that external integrations, including Apps & MCP connectors and web search, may store or process data outside the selected region. Approve connectors individually and keep regulated data out of them.
